Why plurk layouts website need pay before we use the layouts???

Actually plurk layouts website their layouts are very beautiful,but need to pay before use... Haiz...

Well, to explain this.....as a designer, you design a lot of nice layouts, means you need to spend time designing it....then u put it on the web for ppl to use it....ok...sounds promising but why they say "pay first before using?" ...means that because the designers had gain their NAME already and it is their rights to earn money from their efforts
